Last Updated 27 November 2009, 19:37 IST

The division bench comprising Justice Manjula Chellur and Justice V Jaganath posted the case to December 17.

Petitioner M S Khan said that his application seeking permission to impart education in English was returned by the Deputy Director of Public Instruction (DDPI) without any orders twice as the Minister had directed the department not to file any affidavit before the Court and sought to initiate contempt proceedings against the Minister.

In Hubli, Kageri said the government would file an appeal in the Supreme Court for a stay on the Karnataka High Court's order. He had not received the copy of the order, he added.

He said the Government would file an appeal in the Supreme Court shortly, praying for inclusion of all cases related to the medium of instruction in schools with the original petition itself.

Medical colleges move HC
The High Court will be hearing a petition seeking initiation of contempt charges against the Department of Higher Education and Department of Medical Education for not granting permission to start post graduate courses in two medical colleges despite the Court order.

Petitioners-- M S Ramaiah Medical College in Bangalore and BLDE Medical College of Bijapur district-- submitted that the departments had not complied with the October 7 order despite filing an application.

V Umesh, Secretary Medical Education, who appeared before the Court, contended that only the Minister concerned and Chief Minister had the powers to approve the courses.

The Court directed the petitioners to make the Minister a party to the petition and adjourned the matter to  December 2.
