High Court quashes proceedings against JD(S) legislator

The High Court on Monday quashed all proceedings against JD(S) MLC E Krishnappa pending before the Lokayukta court in connection with a private complaint accusing him of misusing his office and encroaching upon government land.

Krishnappa was also accused of using his clout to get plan approvals for land located in Dasanapura off Tumkur Road. Justice H N Nagmohan Das quashed the petition stating that the complainant has not taken permission to file a complaint before the appropriate authority.

R Raghu had filed a private complaint against Krishnappa alleging that the MLC colluded with other persons and converted gomala land in the green belt area in three villages in Dasanapura hobli in Bangalore North taluk.

The complainant alleged that Krishnappa had created fake documents in the name of Papaiah Reddy and others for four acres in Gowdanahalli village and applied for conversion of land in their names.

Land deal

The complaint further stated that Krishnappa made a false representation before Nelamangala Development Authority and got a layout plan approved for 13 acres and 32 guntas at Kadabagere village by misusing his official position, even though the land fell within the green belt area. 

The complaint also states that the deputy commissioner of Bangalore had conducted an inquiry, found violations committed by Krishnappa and had submitted a preliminary report to the government, but no action was taken.
