Mandya lags in spending MP Land Area Development funds

Zero works taken up with MP Ramya's funds

The progress of works executed against the amount of funds sanctioned, under MP Land Area Development fund is just 35.9 per cent over the past five years in Mandya Lok Sabha constituency.

During the past five years, the constituency has seen two MPs — N Chaluvaraya Swamy of the JD(S) and Ramya of the Congress. With his election to the State Legislative Assembly from Nagamangala constituency, Swamy resigned last year. Ramya was elected for the remaining term in the by-election.

While, Rs 15.17 crore has been sanctioned for various works, Rs 7.56 crore has been released to the agencies concerned and just Rs 5.46 crore worth works have been executed. The contractors have been paid Rs 3.34 crore.

Swamy had sanctioned Rs 12.67 crore and Ramya has sanctioned Rs 2.5 crore. All the funds released was during the term of Swamy. No funds have been released for the works sanctioned by Ramya.

The funds deposited with the executing agencies have earned an interest of Rs 29.59 lakh and 13 works have been taken with the interest amount. Among them, four works have been completed, while one work is under progress.

Swamy had sanctioned funds for 152 works in the year 2012-13 before he resigned. Out of them, 83 have got administrative sanction, but not even an estimate has been submitted for 69 works. However, Rs 2.5 crore had been released.

Since Ramya was elected, Rs 2.5 crore has been sanctioned for 99 works. However, there has been no progress on any of them.

In 2009-10, Rs 2 crore had been sanctioned for 79 works and 71 of them have been completed. During the next year, 2010-11, Rs 2 crore had been sanctioned for 65 works, of which 44 have been completed. For 2011-12, Rs 5 crore had been sanctioned for 158 works and 45 of them have been executed completely.

The responsibility of executing the works sanctioned under MP’s fund is on the agencies concerned, like the Engineering division of the Zilla Panchayat, Nirmithi Kendra, Karnataka Rural Basic Infrastructure Development Corporation and the Public Works Department, depending on the area and nature of the works.

A major chunk of the works were supposed to be executed by the ZP. However, due to the negligence of the officials concerned, the works have been delayed, said sources.
