The victim had gone to the toilet, maintained by Sulabh international, in Gumat area here when three sweepers entered inside and allegedly gangraped her last evening, police said.
The trio, all employees of Sulabh international, then fled from the spot.
On the girl's complaint, police have arrested two of the accused while another Toni is still at large.
Those arrested have been identified as Raj Mohammad and Koushal, police said.
