Family members of the actor will be consulted before finalising the blueprint. Yeddyurappa will head the committee.

The government also plans to buy two acres of land in Abhiman Studios, in Kengeri, the site where the star was cremated, for setting up the memorial.

Abhiman Studios was founded by comedian of yesteryears the late Balakrishna.
Yeddyurappa said the government will provide adequate compensation to the family of Balakrishna to purchase the plot. The decision to build the memorial was taken after Ambareesh, actor and a close friend of Vishnu, called on Yeddyurappa with the suggestion.

The CM also announced that a life time achievement award in cinema would be named after Vishnuvardhan.
