Case filed against Ex-KMC principal for 'funds misuse'

Delhi Police have filed a case against former principal of Kirori Mal College Bhim Sen Singh for misappropriation of University Grants Commission funds given to the Delhi University college. Singh has been charged for financial irregularities amounting to around Rs 21 crore.

“A case under Indian Penal Code and Prevention of Corruption Act has been filed with Maurice Nagar police station,” Madhur Verma, Deputy Commissioner of Police (North), told Deccan Herald.

An audit to check the construction activities of the college had earlier revealed that Singh had allotted Rs 21 crore towards construction of a building in the campus. Singh had sanctioned the money from the UGC’s fund for OBC Expansion Grant.

A two-member committee of the college’s governing body, however, found that the construction was never completed. The contractors had also complained that they were not paid the entire amount.

“The ex-principal of KMC has misused crores of the OBC funds. It is to bring to your notice that he has misused public money released by the UGC during 2009 to 2012. A number of other persons, teaching and non-teaching, are also involved in these affairs,” the FIR states.

The governing body had sent a memorandum to Singh asking him to take cognisance on the report. It is alleged that approval from the Municipal Corporation was not taken for the construction, and important documents related to the construction are also missing.

In August 2012, Singh was suspended for gross misconduct after he demanded the removal of governing body chairman Baleshwar Rai. Singh had held a press conference about how criminal cases, including a case of misbehaviour with a school teacher, were allegedly pending against Rai and said he should be removed from the post to protect the prestige of the college.
