BDA move to rope in planning agency draws flak from experts

Bangalore Development Authority’s plans to mandate Bangalore Metropolitan Planning Committee (BMPC) in preparing Master Plan 2031 has come in for flak. Experts condemning the move said BMPC exists only on paper and needs more teeth.

BDA’s efforts to elicit public opinion on the matter came to a nought because BMPC, whose heads were consulted by BDA for the purpose, has not held any meeting so far. BDA was keen on involving BMPC because its role was to prepare a City plan, which BDA wanted to adopt.

Government sources said with master plans becoming restrictive plans instead of regulating plan, BDA wanted to involve BMPC.

Civic Analyst V Ravichandar said preparing master plan should ideally involve all agencies. In reality, only area colour codes change. So, involving BMPC is a challenge since it needs more teeth.

Urban Development Department Additional Chief Secretary D Satya Murty said BMPC is a high level committee. So development plan should have realistic and professional approach. BMPC members, however, are unaware about this.

According to BMPC member and corporator M K Gunashekhar as per 74th Amendment of the Constitution, planning commission should come under Bruhat Bangalore Mahanagara Palike and the master plan discussed in council.

This has been mentioned in Kasturirangan report. But nothing has happened. Involving more organisations will only delay development
further.
