To boost the first smart sub-city in east Delhi, the DDA and National Buildings Construction Corporation (NBCC) on Wednesday announced plans to build 5,000 residential flats in an over 100-floor iconic skyscraper with revolving rooftop restaurants, helipads and discotheques.

The tallest building in the city will come up at a cost of Rs 4,000 at the “East Delhi Hub” in Karkardooma. The project’s first phase will be completed in three years, said Delhi Development Authority vice-chairman Balvinder Kumar.

"The project will be self-sustainable, including residential, commercial, recreational and social infrastructures, among others,” said Kumar.

At least 500 flats in the project will be reserved for senior citizens who will have access to modern medical and recreational facilities. “It is the first transit-oriented development project in Delhi spread over 30 hectares,” he said.

The mega project aims to promote women safety, generate employment, offer affordable housing, conserve energy and water with zero discharge and encourage cultural activities with a sculpture park, a laser park and an art gallery. It will showcase healthy living with a club, cycle and jogging tracks, and yoga and meditation spaces.

The master project is based on the concept of smart infrastructure. It will be open to all sections of society, said A K Mittal, chairman and managing director, NBCC.

“The tower shall have restaurants, shopping facilities as well as offices, hotel and service apartments. At the top of the iconic tower, shall be several rooftop revolving restaurants providing panoramic view of the city, discotheques and cafes, as well as a helipad for emergency and medical services,” said the DDA vice-chairman.

Shaded plazas will be provided at various areas with food courts and children’s activities so that families may come and enjoy them on weekends. All daily needs shall be provided within walking distance of homes within the project, the DDA added.
