Palike trifurcation precedes final report of Patil committee

By deciding to trifurcate the BBMP, the State government has paved the way for the City to have three corporation commissioners.
 

The civic agencies will be named Central, East and North Municipal corporations. The decision comes even before the B S Patil committee formed to go into the issue submitted its final report.

Speaking to Deccan Herald, Transport and district incharge Minister Ramalinga Reddy said the Central Municipal Corporation or the Kempegowda Mahanagara Palike will comprise 13 Assembly constituency limits, which are Gandhinagar, Shivajinagar, Chickpet, Basavanagudi, Jayanagar, Chamarajpet, Padmanabhanagar, Malleswaram, Mahalakshmi Layout, Hebbal and Pulikeshinagar.

The East Corporation will comprise six Assembly segments of BTM Layout, Bommanahalli, CV Raman Nagar, Mahadevapura, KR Puram and Shantinagar, whereas North Corporation will have eight Assembly constituencies - Rajarajeshwarinagar, Dasarahalli,   Byatarayanapura, Govindarajanagar, Vijayanagar, Rajajinagar, Yeshwantpur and Bengaluru South.

While the present BBMP head office will be the headquarters of the Central corporation, the East Corporation will have Mayo Hall as its head office. A suitable place for North corporation will be decided later, said Reddy.

The Minister said that in the next three to four months, these corporations will come into existence and will have three commissioners. The State government will wait for the final report of the B S Patil Committee, formed to restructure the BBMP. The final report is likely to be submitted on or before June 30.

Reddy said, “The interim report of the B S Patil Committee has recommended five to eight corporations, but we are going ahead with three.”

The government ignored the B S Patil Committee recommendations, which had proposed the borough system as practised in London and other prominent cities in the world. The panel had recommended at least 10 small municipal bodies and an apex body under a three-tier system. Formation of each municipal corporation will be based on a population of 10 lakh.

These municipal bodies were supposed to elect one or two members from among the elected members for the apex body. The committee had recommended direct election to the post of mayor by the people as mentioned in the 74th Amendment of the Indian Constitution.

The panel had suggested strengthening of the ward committees, area sabhas and Metropolitan Planning Committee.
