Govt plans to spend over Rs 1,000 cr on labour welfare

The Delhi government plans to hire a consultant and spend over Rs 1,000 crore unspent funds on welfare of construction workers in the unorganised sector by building hostels, schools for their children and reserving beds for them in hospitals.

Labour Minister Gopal Rai said the government also plans to raise the compensation for accidental death of workers from Rs 1 lakh to Rs 2 lakh, compensation for natural death from Rs 50,000 to Rs 1 lakh and assistance for daughters’ marriage from Rs 10,000 to Rs 51,000.

The compensation for permanent injury would be raised from Rs 25,000 to Rs 1 lakh and the financial assistance limit for buying and constructing a house would be raised from Rs 1.5 lakh to Rs 3 lakh, Rai said.

Online registration
It has been decided to develop software for processing online registration and renewal of membership and processing of the claims for disbursement of financial benefits to construction workers in a speedy manner, he said.

He said in a meeting of the Delhi Building and Other Construction Workers Welfare Board, it was decided to set up mohalla clinics and schools, creche and anganwadi centres for construction workers’ children,

Rai said the government also planned to fund education of children and build toilets at labour markets and provide facilities for drinking water and toilets at these points.
Hostels for construction workers and Aam Aadmi Canteen for them are also planned, said the minister.

Rai said that it was decided that a special committee of experts, including consultants, be constituted for working out modalities, details, modules and cost implications along with a timeline.

Rai said there is special focus on improving registration for government cards and renewal of construction workers’ cards for ensuring that benefit reaches all the over two lakh labourers.

“Till now nearly 1.25 lakh workers have renewed their membership cards,” said Rai, adding the process for registration and renewal of labourers was being simplified.

The condition of filing an affidavit along with the registration form has been dispensed with. “Self certification or undertaking by the workers will be sufficient for registration,” he said.
