Upalokayukta seeks report on transfer of BBMP official

The Upalokayukta has directed the BBMP commissioner to submit a report on the transfer of Additional Commissioner (Advertisement) BBMP, N V Prasad, who was monitoring the online system of the advertisement policy.

The Outdoor Advertising Association has complained to Upalokayukta Justice Subhash B Adi stating that with the sudden transfer of the additional commissioner, the BBMP was reintroducing manual grant of advertisement licences.

Based on the report by the Upalokayukta, the BBMP had decided to introduce advertisement license issuance process online. Prasad had taken up the job of digitising the process which will have foolproof inputs such as licence number, size of the hoarding, period of licence, place, tax paid and dues.

“It is stated in the complaint that in the middle of the modernisation process, the additional commissioner is transferred. If it is true that the BBMP is reintroducing the manual system, it will pave the way for pilferage and malpractice. It will be impossible to curb illegal advertisement. It is stated that a minimum of Rs 200-300 crore of tax could be collected through advertisements.

Considering the complaint as well as the circumstances, I find that the BBMP, which has taken an initiative to computerise the advertisement section, should not go back to the manual process,” Justice Adi said.
The BBMP commissioner has been asked to submit the report on the status of computerisation of the advertisement section on November 5.
