Chairman of the Legislative Committee on Welfare of Scheduled Castes and Scheduled Tribes P M Narendraswamy said there have been complaints against guides (professors) in universities that they have been delaying approval of thesis even though SC and ST PhD students have been submitting them on time.

He was speaking after a meeting of the committee with the officials of the district administration on the progress of utilisation of funds alloted for the welfare of the people belonging to SC and ST communities, under various schemes and programmes here on Monday.

Stating that the SC and ST students lose many good opportunities due to the delay tactics of the professors, he said there are also complaints against the universities that they are not following the rules in the recruitment process.

“The posts reserved for the SC/ST candidates should be provided only for the candidates belonging to the communities under the categories. The universities concerned should strictly adhere to the rules to provide justice to the candidates,” he said.

He said, even though SC farmers are entitled for borewells on their farmland under the Gangakalyana scheme, they are unable to derive the benefits as there is a delay in providing power connection and also motors for lifting water.

“Despite the Ambedkar Development Corporation spending funds on drilling the borewells, the government’s objective to help the farmers of the community fails. So, the authorities concerned should take steps to complete the projects within the stipulated time frame,” he said.

He said he has recommended a hike in the scholarships provided by the city corporations to the children of pourakarmikas for pursuing education and also extension of scholarships for higher education. On a general note, he directed the departments concerned to completely utilise the funds meant for SC/ST communities for their welfare.

“The departments should consult the Social Welfare Department while spending the funds under the special unit schemes,” he added.

Members of the committee Raja Venkatappa, R Narendra, R Dharmasena, and Thimmarayappa, Deputy Commissioner C Shikha, Police Commissioner B Dayananda, Zilla Panchayat Chief Executive Officer P A Gopal, Superintendent of Police Abhinav Khare and Mysuru City Corporation Commissioner C G Betsurmath were present in the meeting.
