NHRC notice to Centre on plaint by parents of Dec 16 victim

The NHRC has issued notices to the Centre and the Delhi government on a complaint by the parents of the December 16, 2012, gang-rape victim who have expressed fear that the juvenile convict in the case is a threat to the society. The juvenile is set to be released in December.

The National Human Rights Commission (NHRC) has called for reports on the latest psychiatric assessment of the juvenile by the Delhi government. It has directed the Delhi goverment to inform the commission on its pre-release and post-release plans of the juvenile convict. The NHRC has copies of the government’s plans on the juvenile after he is released. It has called for copies of discharge order which will be issued under the Juvenile Justice (Care and Protection of Children) Rules, 2007.

The woman’s parents have requested the National Human Rights Commission to recommend the government to prepare a plan to protect citizens from juvenile convicts after they are released from the juvenile homes. There should be a mechanism to keep a strict check on the juvenile convicts so that people are not at risk.
