Son of unsound woman, man awaits caste cert
Deprived of a caste certificate, this 24-year-old has been running from pillar to post to get legal sanction to establish his identity.

Raghu (in pic), born to a sexually abused Mandya woman, who is also mentally challenged and speech impaired, was brought up under the state’s care in Ballari till he was 14.

He completed his 10th standard through the National Institute of Open Schooling in April 2015, he has been unable to pursue education, avail or even apply for a suitable job. This, owing to lack of caste certificate.

After establishing the identity of his mother, Raghu approached Mandya district administration, appealing that he be included under the Scheduled Castes.

The district administration, which could not ascertain the caste of Raghu or his mother, wrote to the government seeking its opinion. After his travails were documented both in the media, the Social Welfare department was forced to sit up.

On Tuesday, Social Welfare Minister H Anjaneya held a meeting and constituted a committee, which has been directed to submit a report.Anjaneya said Raghu could not be given a caste certificate due to legal hurdles. Any violation of guidelines would land officials in trouble, he said.

Raghu, who wants to pursue civil services, said it was imperative that the government considered the matter.
