Drought: MP asks officials to visit villages once a week

Lok Sabha member K H Muniyappa has asked the nodal officers, revenue officers, village  accountants, gram panchayat development officers to visit villages once a day every week to take stock of drought situation.

Speaking at a meeting to review the progress of Chintamani and Shidlaghatta taluks here on Thursday, the MP said that a large number of farmers in Kolar and Chikkaballapur were dependent on dairy farming to eke out their livelihood. Hence, steps should be taken to ensure adequate supply of fodder. In this backdrop, the officials should visit villages to take stock of the situation.

“Zilla Panchayat chief executive officer and the deputy commissioner should hold a meeting every Monday 3 pm to 6 pm to discuss drought. The executive officers of the taluk panchayat, tahsildars and engineers concerned should compulsorily attend the meeting,” he said.

Muniyappa said that the panchayat development officers should give a list of complaints in their respective villages to the executive officer, who in turn should place in the meeting seeking solution. A notice should be issued to the panchayat development officers showing negligence in this work. If he/she defaults again, suspend the officer, Muniyappa added.

The government pays salary to its employees and expects them to discharge their duties diligently. It is not acceptable that the officials stay somewhere in Bengaluru or Chikkaballapur and submit a status report on a village. Such spot reports should be signed by the members of the gram panchayats.

Muniyappa said that himself, deputy commissioner and the zilla panchayat chief executive officer will visit two villages in a month. The same rule applies to the presidents of zilla and taluk panchayats and members too. He directed the deputy commissioner, Deepti Kanade, to issue a circular in this regard.

He said that steps should be taken to clear pending bills towards supply of water through tankers, sinking borewells and contractors who have completed work under various schemes of the government.

The tahsildar should expedite the work on identifying land for allotting sites/houses to the shelterless people. He should identify the land and submit a proposal to the deputy commissioner by November 10. The issue will be taken up for discussion in the meeting to be held on November 19.

 Muniyappa directed the manager of Lead Bank, Shankarnarayana Bhat, to dispose of the applications of  people selected under special schemes such as Pashu Bhagya. He said under no circumstances cheque/cash should be issued/paid to the beneficiaries. They should be provided with cows only.

Legislator M Rajanna said that the deputy commissioner had sanctioned 10 acres near Sundrahalli in Shidlaghatta taluk for constructing Valmiki residential school. However, the forest department officials have been raising objection for removing the trees on the land. He sought MP’s intervention for commencing the work on school building.

Muniyappa directed the officials of Forest department to take steps for removing the trees.

He said that land should be identified for all the newly sanctioned residential schools in the district and proposal should be submitted to the deputy commissioner seeking allotment before November 10. The work of allotting sites for various bhavans too should be taken up similarly.

Muniyappa said that lands had been identified at two locations for setting up the Bangalore North university in Shidlaghatta taluk. While 100 acre is available at Sundrahalli near Jangamakote cross, 180 acres is available near Amaravathi. The deputy commissioner will soon submit a proposal to the government in this behalf after which the government will issue a notification.
