Police have registered 22 FIRs against R Prabhakar Reddy, who contested the 2014 general elections from Bengaluru Rural on the JD(S) ticket, the then sub-registrar T V Jayaprakash, Vinod Kumar, the GPA holder for Prabhakar Reddy, and people who bought sites formed on government land.

The FIRs have been registered for forgery, fraud and criminal conspiracy under sections 120 (b), 468 and 471 of the IPC. Janaadhikaara Sangharsha Parishath (JSP), an NGO, had filed a complaint at the Madiwala police station. The land in question is in survey number 105 of Doddathogur village in Begur, Bengaluru South taluk.

The NGO stated that out of 10 acres and 22 guntas of BDA land, 10 acres and four guntas were allotted to some individuals between 2010 and 2016. These individuals were “benami” for real estate businessmen and politicians, the complaint stated. The JSP had filed a complaint with the Upalokayukta, following which the district administration restored seven acres and 20 guntas to the BDA. Still, several sites were created and khatas forged as per Form 9 and Form 11.

The NGO procured documents that showed 24 registrations on the said government land. The Madiwala police registered the FIRs after obtaining legal opinion.

As per the complaint, gomala land was transferred to the BDA in 2007 for building homes for the poor displaced during eviction drives on government land in the past 10 years. The first allotment to a private person was made in 2010 when two acres and 24 guntas were transferred to one Annayyappa who, the JSP said, is a “benami”. Subsequently, four acres were allotted to Mariyappa, one acre and 20 guntas to K D Changappa and two acres to Gangappa till 2016. As a result, the BDA was left with only 18 guntas in survey number 105.
