Health department initiates transfer process, issues new guidelines

The department of health and family welfare has initiated the transfers of doctors and other staff to fill important posts on priority. It has issued a circular with a fresh set of rules for the transfers for 2017-18.

The circular says obstetricians, gynaecologists, paediatricians and anaesthetists ought to be transferred to fill the vacancies. As per the guidelines, transfers have to be effected to ensure that each district hospital has two teams, each comprising three experts, while taluk hospitals have one team each.

Besides, district hospitals ought to have at least two posts of dentists, while taluk hospitals ought to have one. The government has directed the department to ensure necessary infrastructure is made available at the hospitals.

The circular says priority must be given to filling vacancies in hospitals under the department, before deploying doctors to medical colleges.

The commissioner, department of health and family welfare, had proposed that any employee, be it medical officer or other staffer of the department, be transferred on completion of 10 years in the same place.

According to these rules, only 5% of the doctors are eligible to be transferred.
