Irked district units call for KAA polls

The Karnataka Athletics Association has come under fire from its district units for not conducting its Annual General Body meetings and elections as stipulated under the Societies’ Registration Act, with the units calling for a quick resolution of the issue.

In a letter to KAA President G Parameshwara, representatives of 23 district units called for a Special General Body Meeting to address the matter.

The letter said the KAA had not conducted its AGM in 2015-16 and 2016-17, violating the Societies Act. A decision was taken at the KAA executive committee meeting on February 5 this year to conduct elections on April 16.

But that has not been adhered to, even though the term of the office-bearers ended on October 25, 2016, as per the election notification issued on October 26, 2013, the letter said.

The letter was signed by 23 of KAA’s 29 district units, including Ashwini Nachappa, president of the Bangalore Urban District Athletic Association and a vice-president of KAA.

Ashwini, in a separate letter to Parameshwara, said KAA secretary Chandrasekhar Rai had superseded the decision of the executive committee to hold elections in April, saying the elections will be held within three months of the closure of the financial year (2016-17).

Ashwini said as per KAA rules, no individual has the right to override the decision of the executive committee and if it happens, the executive committee can take action against the individual.

She urged the KAA president to direct Rai to execute the decision of the executive committee or to form a 3-member sub-committee to make arrangements to hold the AGM and elections.

Rai, however, said the term of the office-bearers was for four years as per the new bye-laws of the association and the term would be complete only in October this year.

The fact though remained that the elections in 2013 were conducted as per the old byelaws, and it was stated clearly in the notification issued on October 26, 2013 that the term will be for three years.

Rai said the district bodies had to be streamlined first. “Majority of them have not adhered to the rules. So far as our term is concerned, it is for four years. But we will be conducting AGM and elections soon. We are in the process of doing it,” he said.
