Govt in a fix over merger of research bodies

The Human Resource Development (HRD) ministry is in a fix over implementation of a recommendation by the Niti Aayog to merge its three autonomous research organisations into one.

The plan panel recently recommended the merger of the Indian Council of Social Science Research (ICSSR), Indian Council of Philosophical Research (ICPR) and the Indian Council of Historical Research (ICHR) after conducting a review of over 100 autonomous bodies functioning under various ministries and departments of the Centre.

The Prime Minister’s Office was also involved in the review. “The Niti Aayog has recommended the merger of these organisations. But, the ministry is in a fix as officials are wary of its implications,” official sources told DH.

The ICPR was registered as a society in March 1977 under the Societies Act, but it actually started functioning from July 1981 with a mandate to take all measures to promote research in philosophy.

The ICHR was established in 1972 to promote objective and scientific research in various aspects of history in India by bringing historians together and providing them a forum for exchange of their views.
