Apartment body to protest STP rule today

Federation of Apartment Associations Bengaluru (FAAB) has opposed the notifications issued by the Karnataka State Pollution Control Board (KSPCB) and Bangalore Sewerage and Water Supply Board (BWSSB), making it compulsory for apartments with 50 or more residential units to set up a sewerage treatment plant (STP).

The members of over 150 apartment complexes and over 3,000 dwellers will stage a protest at Maurya Circle on Saturday, condemning the rule that mandates setting up of STP for apartments with 50 or more units.

 “We are not against the setting up of STP, it is required to reduce water pollution. But the government should also look into space constraints faced by many apartments. They cannot make it mandatory for apartment complexes which are 30 years old and above,” said CSV Prasad, FAAB president.

 He said that BWSSB engineers, who know the ground reality, have realised that it is not possible to construct an STP at many old and new apartment complexes for want of space.

Prasad said that to instal an STP in an old apartment complex where there is no garden, the builders or the dwellers’ association will have to excavate the earth. This will weaken the foundation. Overhead water tanks will have to be constructed for all buildings and each unit will have to be given individual piped connection to the toilet and bathrooms. It is a very tedious and expensive exercise. Besides, STPs need round-the-clock power, expertise and utility.

“STPs have to be planned before construction of any building. Post construction modifications lead to health hazards as STPs release harmful gases. Most of the apartments are owned by lower and middle income groups and they may find it difficult to bear the additional costs. We have raised all these issues before BWSSB, but our pleas have failed to yield the desired results. The departments are also not cooperating in installing common STPs,” Prasad added.
