Bandh: HC notice to Vatal Paksha, govt

The Karnataka High Court on Monday issued an emergent notice to Kannada Chaluvali Vatal Paksha a pro-Kannada outfit while hearing a matter related to restraining bandh in the state.  

A division bench, comprising Acting Chief Justice H G Ramesh and Justice P S Dinesh Kumar, was hearing a PIL filed by C Raja, president of Shraddha Parents' Association, seeking directions to restrain the proposed bandh in the city on February 4 in connection with the Mahadayi water dispute

The court also issued a notice to the chief secretary in this regard.

The petitioner said that the bandh has serious implications on the society. It adversely affects students, daily wage labourers, patients, travellers, small businesses and the public at large. It also leads to a total paralysis of normal life and industrial activities. No party has rights to call a bandh leading a inconvenience to the public at large. The government is liable to pay compensation to those who suffer loss of life, liberty and property as a result of the bandh due to the government's failure to protect them. The organisers of the bandh are liable to pay the compensation, the petitioner argued.

The court asked the petitioner if there is a law that restrains from calling a bandh.The petitioners' counsel did not give a satisfactory response for this.

The matter was adjourned to February 2.
