Disbursing scholarships, an irregular affair here

Backward Classes and Minority Department has provided a total sum of Rs 4.05 crore to Kuvempu University from the year 2005-06 to 2007-08 towards scholarship to students.
According to norms, university should furnish documents which includes receipts and acknowledgement letter to the department to confirm that scholarship has reached the beneficiaries. As university has failed to furnish the documents, BCM department has issued notice to Kuvempu University. In the notice, the department has even cautioned the university of blocking scholarship from the next academic year.
Speaking to Deccan Herald, BCM department officer Eranna has said that a final notice will be issued to the university shortly. BCM department is also contemplating to take legal action against Kuvempu University.

The tuition and laboratory fee paid by Backward Classes and Minority students will be refunded by deducting the amount from the scholarship. BCM Department had provided Rs 37,78,699 towards providing scholarship to Kuvempu University students in the year 2005-06, Rs 1,42,92,078 in 2006-07 and Rs 99,51,473 in 2007-08. The department has expressed displeasure in the notice that proper documents are not maintained for issuing scholarship to students.

Students of Kuvempu University have expressed unhappiness against delay in refunding the tuition and laboratory fee which is deducted from the scholarship. The fee is refunded at present after students complete the PG course though university gets scholarship amount from BCM Department in advance.

Instances of staff members forging the signature of students and pocketing the scholarship amount are also reported. Students who work in far away places after completing PG are disinterested in claiming the refunded amount as they end up spending more amount towards travelling to the campus than the amount which will be refunded.
Kuvempu University officials however blame meagre amount released by the BCM department as reason for the problem. Officials said that they are confused about allotting the amount released by the department to the students which results in delay.
The irregular practice in releasing scholarship to students had resulted in clash between students and staff members recently. University authorities have formed a committee to probe into the irregular practices following the incidence.
