1,675 works under MP, MLA funds incomplete: DC

Deputy Commissioner V Ponnuraj came down heavily on officials of the Engineering Departments of Zilla Panchayat, Mangalore City Corporation and the Public Works Department for the delay in the completion of development works taken up under Member of Parliament Local Area Development Fund (MPLADF), Karnataka Legislators Local Area Development Scheme (KLLADS) and Calamity Relief Fund (CRF).

Addressing a review meet, Ponnuraj informed officials that a total of 1,675 works taken up under MPLADF, KLLADS and CRF between 2003 and 2010 have not been completed.
Pointing out lapses, the DC said that out of 1,373 development works sanctioned between 2006-07 and 2009-10 under CRF, 573 works are yet to be completed. A total of 90 works taken up under the CRF in 2006-07 have not been completed even after three years. “As per rules, the development works under CRF should be completed within 45 days. If the works were not completed within 45 days, then funds cannot be released under the CRF,” he added.

The DC informed that out of 1,706 development works sanctioned between 2003-04 and 2009-10 under the MPLADF, 246 works have not been completed so far.

 “It is unfortunate that three works of 2003-04 and 16 works of 2004-05 are still pending,” he added.

Similarly, he said, a total of 47 development works, out of 460 works sanctioned in 2005-06 under KLLADS, are still not completed.

“Notices will be issued to all officials, who are responsible for the delay in the implementation of development works. I have already suspended many officials for the lapse. If I continue to suspend officials, most of you will have to face the music. Instead of that I will hold the payments until the works were completed with quality,” the DC warned.

He directed officials to complete the previous work before taking up a new work. Further, talking about an instance where MPLADF to the tune of Rs 25 lakh was released for one association, DC said, “it is not allowed as per rules.” Further, he said that there are several instances of funds being released to religious centres under MPLADF and KLLADS by violating rules.

Ponnuraj directed officials to display details of the work being taken up at all work sites, on notice boards.

“Though it is mandatory to display details on notice boards at work sites, rules are not being followed properly at most of the places. Let people know the details of the work and let them question the officials, if they find any irregularities,” he added.

He informed that the Central government is all set to monitor the MPLADF works through Geographic Information System (GIS).  “All development works under MPLADF will be uploaded to the Central government’s website and works will be monitored virtually. The Centre can take action against the erring officials, if works were not carried out properly,” he added.

MLAs Abhayachandra Jain, Vasantha Bangera and Additional Deputy Commissioner Prabhakar Sharma were present.
