'JnNURM schemes in City not as per guidelines'

Civic alleges that beneficiaries were not even aware of the projects

Highlighting the drawbacks in implementing the BSUP, Civic Bangalore said that the infrastructure for the poor is neglected. “About 25 per cent of the money should be reserved for the poor. The Government pledged to reserve Rs 6,000 crore for seven years for the poor, but the recent BBMP budget has announced just
Rs 46 crore,” said Kathyayini Chamaraj, Executive Trustee, Civic Bangalore.

Kavitha Kannan, who conducted the study on implementation in 20 slums under the BBMP limits for Civic Bangalore, said various norms being set aside while implementing the project.

“As per the norms, there should be a state-level steering committee (SLSC) with elected representatives and ministers as its members. Here, the SLSC is headed by bureaucrats,” she said.

The study, taken up in ten slums under BBMP and ten slums under SLSC, has revealed that the projects have not been either monitored nor there is a report in this connection.
Units at Municipal-level

“As per the norms, there is a need to set up a project implementation units and project monitoring units at Municipal-level. But the BBMP has neither PIU nor PMU. Interestingly, the Karnataka Slum Clearance Board has recently set up PIU,” she said.

Pointing out another discrepancy in implementing JnNURM project, she said that a detailed project report should be evolved through consultation with beneficiaries in each location or project site, but in all the 20 slums there was never any consultation process.

Further, the DPR for each project should contain at least 10 chapters, whereas most of the DPRs here have only two chapters - one - project abstract and sthe second is - costing and details of sub-components.

Socio-economic survey to assess the need of the community as per the JnNURM guidelines is not heard of. “More shocking is that the beneficiaries are not aware of the project at all,” she said.  

She also said that neither BBMP nor KSCB displayed the list of beneficiaries in the website as prescribed under JnNURM project.
