Local urban bodies to vet master plans

The Government Order to this effect has been issued by the Department of Urban Development and will apply to master plans prepared or modified by urban development authorities across the State.

As for Bangalore City, changes made henceforth to the Master Plan - 2015 prepared by Bangalore Development Authority will now have to be ratified by Bruhat Bangalore Mahanagara Palike before it is sent to government for approval.

Frequent changes
“Master plans are meant for 10 years. However, planning authorities tend to make frequent changes to the master plan and send the proposals to the government. We hope by placing the modifications before the local bodies will pave way for an open discussion on the proposals by elected representatives,” official sources said.

If an area comes under an agriculture zone, one will have to pay conversion of land use fees to take up residential or commercial activities in the zone. However, some have found an easy way out -  modify the master plan itself, sources explained.
Once the modification proposals are placed before the urban local bodies, they will have to furnish comments within 45 days from the date of receipt of master plan.
“If the urban local body does not offer its comments within prescribed time, it shall be presumed that it has no comments and suggestion and the urban development authority shall process the master plan for submission to government for approval”, the Government Order  states.

Planning functions
New master plans prepared by planning authorities will also have to go through the same procedure.
In another policy move, the government is keen to provide planning functions to city corporation and city municipal councils.
Presently, master plans are prepared as per the provisions of the Karnataka Town and Country Planning Act 1961 by the urban development authorities.
The department is working out the modalities on the devolution of planning functions to urban local bodies and also the role to be played by urban development authorities once the planning functions are transferred to ULBs, sources said.
