India’s exam economy: Why students bear the cost of institutional failure

Every year, between March and August, India experiences two kinds of heat — one seasonal, the other institutional. The latter is the exam season: a prolonged cycle of tests, results, re-evaluations, paper leaks, and admission deadlines that drains students and families financially, emotionally, and psychologically. Unlike a heatwave, this one is entirely man-made.

When CBSE results are released, the impact goes far beyond the individual student. A score of 78 instead of 85 doesn’t just affect a grade — it ripples through an entire household. A father who took a loan to fund coaching, a mother who promised relatives a 90+ score, a younger sibling absorbing what failure means in that home — all of them feel the weight of that number. The re-evaluation process, costing approximately Rs 500 per subject, is rarely completed with calm detachment. It is filled out by parents simultaneously consoling their child and calculating expenses, checking if university cut-offs have shifted, and navigating admission portals whose deadlines don’t pause for anyone’s uncertainty. Students unhappy with scores across three or four subjects can easily spend Rs 5,000 to Rs 10,000 on rechecking fees alone — not counting the anxiety, missed deadlines, or the humiliation of a system that tells students: We may have made an error, but proving it will cost you.

CBSE, however, is only the starting point. NEET-UG — the sole gateway to every MBBS seat in India, written by roughly 24 lakh students annually — exposed how catastrophic large-scale exam failure can look. In 2024, the exam was engulfed in scandal: allegations of paper leaks across multiple states, grace marks awarded to 1,563 students under murky circumstances, and six candidates from a single centre in Godhra achieving perfect scores. The Supreme Court was eventually drawn in while the NTA’s credibility collapsed publicly. Students weren’t just inconvenienced — they were suspended between an unreliable result and an admission they couldn’t confirm, all while MBBS counselling was actively underway. The Rs 1,700 exam fee seems trivial against the true cost of a NEET attempt: two to four years of coaching at Rs 1.5 lakh to Rs 4 lakh annually, plus accommodation, study materials, and years of deferred living. When the system fails and a student must retake, none of those sunk costs are reimbursed. The fee is charged again, coaching resumes, and a year is lost, while the family, which may have borrowed against land or pension savings for the first attempt, must somehow find resources for a second.

The pattern repeats across other examinations. JEE Main sees server crashes, admit card problems, last-minute centre changes, and a score normalisation formula never transparently explained. CUET, launched in 2022 to simplify undergraduate admissions, cancelled and rescheduled papers for over two lakh students in its very first year, compressing Delhi University’s entire admission cycle and forcing 17-year-olds to choose colleges with incomplete information. CLAT has had answer key disputes reach the Supreme Court. Each exam follows the same troubling pattern: when the institution fails, it faces reputational damage; when it fails the student, the student bears the full financial and temporal cost. This asymmetry is not accidental — it is built into the design.

Taken together, these systems form what can be called an anxiety extraction economy — one where the core product is not knowledge or certification but uncertainty itself, manufactured and then sold back to students as paid solutions. The formula is straightforward: concentrate enormous stakes into a single exam, monetise preparation through the coaching industry, charge for participation, introduce systemic errors, and then charge again to resolve the resulting doubt — Rs 500 to recheck a paper, Rs 700 to access an answer sheet, and Rs 100 per question to raise a challenge. Delays become profitable, as missed admissions feed another cycle of reappearing, additional fees, and more coaching. Unlike conventional corruption, this system operates in plain sight — every charge is published, every portal is official, and every payment comes with a receipt. It has transformed extraction into administration, which is precisely why it endures.

Beneath all of this sits a psychological toll that largely goes unmeasured. Mental health professionals working with young people during exam season describe something resembling institutionalised anxiety, not ordinary exam stress, but the particular anguish of not knowing whether the system itself can be trusted. Families carry this too in dinner table silences, in quietly extended loans, and in a culture where a child’s result is treated as a verdict on the entire household.

India’s National Education Policy 2020 speaks earnestly of reducing exam stress and reforming assessments. The lived reality suggests that stress hasn’t decreased; it has simply been monetised more efficiently. Students pay to prepare, pay to sit exams, pay to verify results, and sometimes pay again when institutions err. What a student learns through this process runs deeper than any syllabus. They learn, early and unforgettably, that public institutions are transactions — and that they are consistently on the losing end. When a student pays to confirm whether they were evaluated fairly, they are purchasing, at steep personal cost, a fragment of trust that should have been guaranteed from the very start.

In that sense, the system works perfectly — not by reducing stress, but by training students to pay for others’ mistakes and politely call it progress.
