<p>Jorhat: The Opposition Congress on Thursday listed 11 "commitments" in its <a href="https://www.deccanherald.com/tags/manifesto">manifesto</a> for April 9 Assembly elections in Assam that includes formation of an anti-corruption commission and address the long pending demand for Scheduled Tribe (ST) status by six more ethnic communities.</p><p>The manifesto was released on a day party leader Rahul Gandhi addressed two rallies, in which he attacked Chief Minister <a href="https://www.deccanherald.com/tags/himanta-biswa-sarma">Himanta Biswa Sarma</a> and announced that Congress, if comes to power, will initiate legal action against the latter for alleged corruption and land grab. </p><p>Rahul, along with party's state unit chief Gaurav Gogoi and other leaders campaigned in Harihajan in tribal-dominated Karbi Anglong and at Kasojan in Titabor constituency in Jorhat district. Rahul alleged Himanta as the "most corrupt" Chief minister in the country. </p>.'Congress will bring in law to protect infiltrators in Assam,' PM Modi alleges.<p>The manifeso promised protection of land rights for indigenous communities, conversion of land pattas, rehabilitation for flood-affected families, guaranteed MSP for tea, recognise tea as a premier industry and support tea workers. It also promised to support small businesses through reservation in government contracts and a focus on sustainable industrial development.</p><p>The <a href="https://www.deccanherald.com/tags/congress">Congress</a> had earlier announced "five guarantees," that included "unconditional" cash benefits to women, justice to Zubeen Garg within 100 days of formation of the government, health insurance upto Rs 25 lakh, land patta to 10 lakh indigenous families. </p><p>Releasing the manifesto, Congress leader Pawan Khera said, "it is not just a political document, but a collective vision of the people, promising governance that prioritises ordinary citizens over powerful interests." </p><p>Congress is contesting the elections in alliance with at least five other parties including Raijor Dal and Assam Jatiya Parishad, two regional parties with a target to oust BJP and its allies. BJP, on the other hand is eyeing a third straight term in office. </p>
