New Delhi: The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, has approved India's first underwater road-cum-rail tunnel project in Assam at a total capital cost of Rs 18,662 crore.

The project involves constructing a four-lane access-controlled greenfield corridor connecting Gohpur on NH-15 to Numaligarh on NH-715. This includes a 15.79 km twin-tube road-cum-rail tunnel beneath the Brahmaputra River, making the total project length approximately 33.7 km.
.Cabinet approves Rs 1 lakh crore Urban Challenge Fund to drive market-led urban transformation.
It will be developed on the Engineering, Procurement, and Construction (EPC) model by the Ministry of Road Transport and Highways (MoRTH).

Currently, the route between Numaligarh (on NH-715) and Gohpur (on NH-15) spans around 240 km, taking about 6 hours via the existing Kaliabhambhora road bridge near Silghat on NH-52. This path passes through areas including Kaziranga National Park and Biswanath Town.

The new corridor will drastically reduce travel distance to roughly 34 km and travel time to about 20 minutes, offering seamless and efficient connectivity.

This will be India's first underwater road-cum-rail tunnel and the second of its kind in the world. The twin-tube design (with two lanes each for road traffic and provision for railway infrastructure in one tube) will enhance multi-modal integration by linking to railway lines, tourists destinations, airport and inland waterways.

The initiative will significantly benefit Assam, Arunachal Pradesh, Nagaland, and other northeastern states by improving freight movement, lowering logistics costs, boosting socio-economic growth, and strengthening strategic connectivity under India's Act East Policy.

The CCEA has also cleared road projects worth over Rs 11,000 crore in Maharashtra, Telangana, and Gujarat, including the rehabilitation and upgradation of the Ghoti-Trimbak (Mokhada)-Jawhar-Manor-Palghar section of NH-160A in Maharashtra at Rs 3,320.38 crore.

Additionally, the Cabinet approved three railway projects costing approximately Rs 18,509 crore, involving the construction of third and fourth lines between Kasara-Manmad, Delhi-Ambala, and Ballari-Hosapete.
