<p>Srinagar: In a major legal development, a court in Kashmir has issued a formal proclamation against Syed Salahuddin, the chief of the terrorist outfit Hizb-ul-Mujahideen, directing him to appear within a month in connection with a 2002 murder case.</p><p>The order, issued by Principal Sessions Judge Budgam, Om Prakash Bhagat, pertains to FIR No. 255/2002 registered at Budgam Police Station under Sections 302 (murder), 307 (attempt to murder), 109 RPC (abetment), and 7/25 of the Arms Act.</p>.Centre failed to ensure rehabilitation of PoK-displaced persons: SOS International.<p>Salahuddin, whose real name is Mohammad Yousuf Shah, has been evading arrest for over two decades and is believed to be residing in Pakistan-occupied Kashmir (PoK). The proclamation was issued under Section 512 of the Criminal Procedure Code (CrPC) after repeated failed attempts by the Jammu and Kashmir Police to serve existing arrest warrants.</p><p>According to the proclamation notice, both the Investigating Officer and the Station House Officer (SHO) confirmed that all efforts to locate Salahuddin in the Kashmir Valley have failed.</p><p>Designated a global terrorist by the US Department of State in 2017, Salahuddin is originally from Soibugh village in Budgam. He is accused of orchestrating militancy from PoK since relocating there in 1994, including training and arming militants sent into Kashmir.</p><p>He also heads the United Jihad Council, an umbrella group formed in the 1990s to coordinate terrorist groups in Jammu and Kashmir. Two of his sons, Shahid Yousuf and Ahmad Shakeel, are currently lodged in Delhi’s Tihar Jail on charges of receiving terror funds from Hizb-ul-Mujahideen operatives and associates.</p>
