Rogue signals, encrypted networks under scrutiny in Jammu and Kashmir

Srinagar: Security agencies in Jammu and Kashmir are examining emerging concerns over what officials describe as irregular telecom signals and encrypted communication patterns that may be facilitating cross-border coordination linked to militancy in the Union Territory (UT).

Signal traces and suspicious communication activity have been reported from several border districts, including Kathua, Rajouri and Poonch, while some inputs also suggest possible anomalies extending towards sensitive interior zones in Jammu, including the high security Kot Bhalwal jail.

These inputs are being analysed to assess their operational significance, sources said.

Officials clarified that these are part of ongoing technical assessments and do not amount to confirmed breaches of any specific communication system.

The counter-infiltration grid in J&K increasingly relies on electronic intelligence, signal monitoring and cyber-pattern analysis, alongside conventional surveillance along the Line of Control (LoC).

Sources said the evolving threat environment is forcing agencies to adapt to communication methods that are harder to trace through conventional interception systems.

Encrypted messaging platforms and anonymised digital communication tools are being monitored in certain operational contexts in the UT to assess whether they are being used for coordination between handlers and operatives across the border, they added.

Security agencies, however, said these inputs remain under verification and cannot be treated as established findings.

A parallel concern has emerged around prison communication security. J&K has 14 jails and two correctional homes, and officials said standard jamming systems deployed in some facilities are periodically reviewed for effectiveness.

Internal assessments have flagged instances of possible illicit communication through contraband mobile devices in some prison environments, though no systemic breach has been formally established, officials said.

Authorities are now examining the feasibility of deploying more targeted, zone-specific communication control systems capable of isolating illicit signals without disrupting civilian networks in surrounding areas.

The broader concern among security planners is the increasing complexity of cross-border coordination networks, where traditional infiltration attempts are believed to be supplemented by remote communication channels and digital facilitation mechanisms.

Past counter-network operations, particularly around 2019–20, focused on disrupting encrypted communication chains used for coordination. Similar efforts continue as part of ongoing counter-terrorism strategy, sources said.

Officials have also flagged concerns regarding telecom infrastructure across the border, with communication systems in Pakistan-occupied territories believed to enable structured contact between handlers and field operatives. These inputs remain part of continuing intelligence review.

If validated, such patterns indicate an evolving security challenge where infiltration attempts are increasingly supported by technology-enabled coordination systems, requiring integrated physical and electronic surveillance responses.

Further assessment is underway as part of routine intelligence and border management operations.
