<p>Bengaluru: The Cabinet on Thursday accepted the Justice John Michael Cunha Commission’s report on the June 4 Chinnaswamy Stadium stampede that killed 11 people, and decided to pursue legal action against top persons at RCB, KSCA and DNA Entertainment Private Limited.</p><p>The Cabinet also decided to initiate departmental inquiry against five suspended police officers, including the then police commissioner B Dayananda.</p><p>The day’s developments came even as DNA filed a petition with the High Court seeking to quash the Cunha Commission report.</p><p>Speaking to reporters, Law and Parliamentary Affairs Minister HK Patil said: “The Cabinet has ratified the report of the one-member commission and has also decided to initiate legal action against the private companies. The Home Department has been directed to initiate a departmental inquiry against them.”</p>.Video: Worm found in pongal served at Rameshwaram Cafe; outlet alleges conspiracy .<p>The commission has specifically recommended “appropriate legal action” against KSCA's President Raghuram Bhat, ex-secretary A Shankar and ex-treasurer Jairam ES, RCSPL vice-president Rajesh Menon, DNA Entertainment Networks MD Dr T Venkat Vardhan and DNA vice-president Sunil Mathur.</p><p>When specifically asked what exactly was the ambit of legal action, Patil stated that it included both “civil and criminal” action.</p><p>Alongside Dayananda, a departmental inquiry will also be initiated against former IGP and ADGP (Bengaluru West) Vikash Kumar Vikash, former DCP (centre) Shekhar H Tekkannavar, former C Cubbon Park sub-division ACP Balakrishna and former Cubbon Park inspector A K Girish.</p><p>The one-member Cunha Commission was formed on June 05, a day after the victory celebrations of RCB’s maiden IPL triumph in 18 years turned tragic with the death of 11 people. On June 05, the government suspended the five police officers, while FIRs were booked against functionaries of RCB, DNA and KSCA. Justice Cunha submitted the report to Chief Minister Siddaramaiah on July 11.</p><p>Vikash Kumar Vikash moved the Central Administrative Tribunal (CAT), which quashed his suspension. Subsequently, the government moved the High Court, challenging the CAT’s decision.</p><p><strong>Clean chit to Govindaraju?</strong></p><p>The report doesn’t mention the role of Congress MLC K Govindaraju, Siddaramaiah’s close aide, who was sacked as the chief minister’s political secretary following the June 04 stampede.</p><p>When a reporter asked Patil about the report’s opinion on Govindaraju’s role, the minister said: “I haven’t studied the report yet.” The report is also silent on the Department of Personnel and Administrative Reforms' (DPAR) role, despite the RCB team being felicitated on the grand steps of the Vidhana Soudha, where a large crowd had gathered.</p>
