E-locks, QR codes: Report recommends digital shield against illicit liquor in Karnataka

Bengaluru: The Karnataka State Excise Reforms 2026 report outlines a strategy to modernise the State’s excise administration by transitioning from manual, inspection-heavy supervision to a technology-driven regulatory framework. 

The report recommends digital tools to monitor the entire liquor supply chain. Proposing a digital track-and-trace system where every bottle is assigned a unique digital code at the point of production. This allows for a continuous, verifiable record of movement from the manufacturer to the retailer.

A primary goal of this system is to make every bottle in the legal market easily verifiable, which effectively makes any bottle without a code suspicious and easier to identify for enforcement agencies.

To eliminate the need for physical police escorts during liquor transit, the report suggests introducing electronic locks (E-locks) for transport vehicles. These locks allow for real-time monitoring of consignments, ensuring they are not diverted into illicit channels.

The report argues that the current system stifles competition, encourages corruption and fails to protect the consumer. Recommending a phased transition away from the current quota-based licensing. Under the existing system, the number of liquor licences is strictly capped, often leading to enormous premiums for new outlets and the clustering of shops in high-traffic areas.

Instead, the committee proposes a registration-based entry system to be implemented over the next three to five years. Under this model, any entity that meets strict statutory requirements regarding location, safety and background checks would be allowed to register and operate.
