Private complainant in MUDA sites allotment case moves Karnataka High Court against closure report nod

The private complainant in the MUDA alternative sites allotment case has moved the Karnataka High Court challenging the acceptance of the B report by the special court. On January 28, 2026, the special court for cases involving MP/MLAs had accepted the closure report filed by the Lokayukta court in the complaint against Chief Minister Siddaramaiah and his wife BM Parvathi and two other accused Mallikarjuna Swamy and J Devaraj.

Snehamayi Krishna, the private complainant, has claimed that the special court has not considered the allegations made against the accused in a proper manner as the issue involved was not a private dispute but abuse of constitutional office. He further stated that the special court has allowed investigation against the officials of MUDA arising out of the same illegalities.

Snehamayi Krishna stated that the denotification of land, its subsequent transfer, and the allotment of 14 compensatory sites to Parvathi form a single composite chain of acts. It is further stated that by exonerating the alleged beneficiaries, while continuing investigation against the facilitators, the special court has artificially compartmentalised what is inherently an individual action.

The complaint stated that Chief Minister Siddaramaiah and other accused had indulged in illegalities in purchase of the land under notification, denotifying the land and subsequently claiming alternative sites. The lands - 3.16 acres in survey number 464 and 37 guntas in survey number 462 at Kesare village, Mysuru Taluk – were purchased by Mallikarjuna Swamy from the original owner Devaraj and was later denotified. Subsequently, the land was gifted by Mallikarjuna Swamy to his sister Parvathi. It is alleged that Parvathi was allotted 14 compensatory sites in up market Vijayanagar 3rd and 4th stages in Mysuru by exerting pressure on the government officials.

In its B report, the Lokayukta police had stated that there are no materials to justify the allegations. The report further said that the alternative sites were allotted for utilising the denotified land. The closure report also said that such allotment of sites on 50:50 ratio by D B Natesh and his predecessors as MUDA commissioners caused huge loss to the government exchequer.
