<p>The State Cabinet on Friday decided that primary schools run by linguistic and religious minority managements should have at least 25 per cent of students belonging to minority communities to obtain the status of minority institution.<br /><br /></p>.<p>Only such institutions will become eligible for exemption from the Right to Education (RTE) clause of reserving 25 per cent to the poor.<br /><br />Briefing reporters after the Cabinet meeting, Law Minister T B Jayachandra said the previous government had issued order to the effect that linguistic and religious minority managements should have atleast 75 per cent of students belonging to minority communities to obtain minority status. However, the Karnataka High Court had stayed the order stating that the stipulation of 75 per cent was too high. He said the Cabinet after a lengthy discussion decided that at least 25 per cent of minority students should be enrolled in an institution to get minority status. The norm would be restricted only for primary schools, he added.<br /><br />In another decision, the State Cabinet gave its nod for the second phase of the World Bank-aided Gram Swaraj project of strengthening panchayat raj institutions. During the second phase, the project would be implemented in several backward and most-backward taluks as recommended by the D M Nanjundappa Committee on Regional Imbalances at a cost of Rs 2,000 crore for the next five years, Jayachandra said.</p>
