BMC budget crosses Rs 80,000 crore mark, up 8.77% from last year

Mumbai: Maintaining its position as the richest civic body of India, the Mumbai municipal corporation’s budget size has crossed the Rs 80,000-crore mark.

The budget of the BrihanMumbai Municipal Corporation (BMC) exceeds the annual budget of some Indian states.

Nearly a month after the elections to the 227-member BMC’s general body, Municipal Commissioner Bhushan Gagrani presented the annual budget for 2026-27 on Wednesday.

“The size of Budget Estimates for the FY 2026-27 is proposed at Rs 80952.56 crore which exceeds the size of Budget Estimates of 2025-26, which was Rs 74427.41 crore, an increase of 8.77 per cent,” the BMC budget states.

This is more than the annual budget of Mizoram (Rs 15,043 crore), Sikkim (Rs 16,196 crore) Nagaland (Rs 24,699 crore), Manipur (Rs 29,988 crore), Meghalaya (30,003 crore), Tripura (32,423 crore) and Arunachal Pradesh (Rs 39,842 crore). It is also higher than Goa (Rs 28,162 crore) and Himachal Pradesh (Rs 58,514 crore).

“This budget reflects our collective commitment to strengthen Mumbai’s civic infrastructure, improving essential services and ensuring balanced, sustainable growth. It represents our vision of a modern, inclusive and contemporary metropolis, guided by fiscal prudence and citizen centric governance. Through disciplined financial management and sustained implementation, we have maintained fiscal stability while delivering significant progress across various sectors,” Gagrani said tabling the budget.

The Budget Estimates of Revenue Income for the FY 2025-26 was proposed at Rs 43159.40 crore which is revised to Rs 46778.12 crore, a rise by 8.38% i.e. Rs 3618.72 crore. The actual income received upto 31 January 2026 is Rs 34033.56 crore.

The estimated Revenue Income for the FY 2026-27 is proposed at Rs 51510.94 crore which exceeds Budget Estimates of 2025-26 by 19.35%.

Total pending dues from the offices of various departments of the State Government under jurisdiction of BMC on account of Grant-in-aid, Property Tax etc. are amounting to Rs 10948.58 crore as on 31st January 2026. This includes, an amount of Rs 7241.44 crore on account of grant-in-aid from Education Department of the State Government.

The estimated revenue expenditure of Rs 31204.53 crore for the FY 2025-26 is revised to Rs 28257.91 crore, a decrease of Rs 2946.62 crore. The actual revenue expenditure of Rs 19001.88 crore is incurred upto 31 January 2026, which is 67.24% of the Revised Estimates for 2025-26. The Budget Estimates of Rs 32698.44 crore is proposed on account of revenue expenditure for the FY 2026-27.
