Maharashtra, Finland strengthen partnership on circular economy and sustainable growth

This come at a time when governments worldwide are increasingly embracing circular economy principles as a response to mounting concerns over resource scarcity, climate change and waste management.

Mumbai: Maharashtra and Finland have reaffirmed their commitment to advancing circular economy and waste-to-value solutions, positioning sustainability, resource efficiency and climate resilience at the centre of future economic growth strategies.

The commitment was reiterated at the Maharashtra Circular Economy Conclave jointly organised by the Consulate General of Finland and the Mumbai Metropolitan Region Development Authority (MMRDA), ahead of the World Circular Economy Forum (WCEF) scheduled to be held in Gandhinagar, Gujarat, later this year.

The conclave brought together policymakers, industry leaders, startups, innovators and sustainability experts from India and Finland to explore collaboration in circular economy infrastructure, sustainable industrial development and resource-efficient growth models.

The discussions come at a time when governments worldwide are increasingly embracing circular economy principles as a response to mounting concerns over resource scarcity, climate change and waste management. Unlike the traditional "take-make-dispose" model, the circular economy seeks to maximise the reuse, recycling and regeneration of resources, thereby reducing environmental impact while creating new economic opportunities.

The conclave also assumes significance in the backdrop of State Visit to India by Finnish President Alexander Stubb, during which India and Finland expanded cooperation in sustainability, clean technologies and digitalisation.

The momentum was further reinforced through discussions between Maharashtra Chief Minister Devendra Fadnavis and Finnish leaders on scaling up circular economy initiatives and sustainable investments.

As India's most industrialised state and one of its largest urban economies, Maharashtra is increasingly being viewed as a critical player in the country's transition towards a circular economy. Discussions at the conclave focused on the state's proposed Circular Economy Policy, ongoing initiatives across the Mumbai Metropolitan Region and opportunities for attracting investments into sustainable industrial ecosystems.

“Finland and Maharashtra are focused on building and scaling a forward-looking partnership centred on sustainability, innovation and trust,” said Erik af Hällström, Consul General of Finland.

“During this conclave, we witnessed strong enthusiasm among businesses and policy experts from both countries to expand circular economy discussions beyond conventional waste management. The focus is increasingly shifting towards waste-to-value solutions that can optimise supply chains, strengthen industrial competitiveness and support resilient urban infrastructure for a climate-conscious future,” he added.

The partnership draws upon Finland's globally recognised expertise in sustainability. Finland became the world's first country to launch a National Circular Economy Roadmap in 2016 and is widely regarded as a pioneer in integrating circular economy principles into national economic planning.

Earlier this year, at the World Economic Forum in Davos, Fadnavis held discussions with Finland's Minister of Trade and Development Cooperation, Ville Tavio, on leveraging Finnish expertise in sustainable resource management and circular economy practices.

Speaking at the conclave, MMRDA Metropolitan Commissioner Dr Sanjay Mukherjee said India and Maharashtra have historically practised many principles associated with the circular economy long before the concept gained international prominence.

“From traditional practices of reuse and recycling to community-led resource management systems, sustainability has always been deeply embedded in our way of life. Dharavi remains one of the world's most remarkable examples of circular economy in action,” he said.

Mukherjee also highlighted the role of waste pickers and sanitation workers in sustaining Mumbai's recycling ecosystem, stressing the need to ensure dignity, safety and livelihood opportunities for those engaged in the informal waste economy.

He noted that MMRDA's ongoing infrastructure expansion, including the development of a 337-km metro network, would contribute to reducing vehicle usage, lowering fuel consumption and promoting resource-efficient urban growth.

Experts say the growing focus on circular economy policies could open new opportunities for investment, innovation and job creation across sectors ranging from manufacturing and construction to waste management, mobility and clean technology. For Maharashtra, which accounts for a significant share of India's industrial output, the challenge will be to translate sustainability ambitions into scalable business models that combine environmental benefits with economic competitiveness.

As India prepares to host the World Circular Economy Forum, partnerships such as the one between Maharashtra and Finland are expected to play an important role in shaping the next phase of sustainable industrial development and urban transformation.
