<p>Private builders constructing multi-storey apartments will have to reserve 35 per cent of dwelling units or 15 per cent of floor area ratio (FAR - ratio of total building floor area to the area of the plot) for poor in each project.<br /><br /></p>.<p>The Union Housing and Poverty Alleviation ministry will take up the issue with the state governments soon to ensure that all builders of multi-storey apartments or plots reserve certain houses or plots for economically weaker sections of society.<br /><br />As land is a state subject, in the coming days the state governments are required to bring in an amendment to development control rules by making changes in the master plan and zone plans to ensure that private builders fall in line, said a senior ministry official. <br /><br />With 18.5 million people, mostly poor, living without proper housing, reservation in projects developed by private builders is expected to help solve housing problems of poor and check the mushrooming of slums in urban areas.<br /><br />The Centre pumps thousands of crores of rupees through the Rajiv Awas Yojana, the scheme to build houses for the urban poor and the Jawaharlal Nehru Urban Renewal Mission, to improve urban infrastructure. It is likely to penalise states failing to ensure that private developers reserved houses for the poor by withholding funds under the two schemes.</p>
