Poll-O-Meter: A close watch

The 1977 elections were keenly fought.
The opposition had misgivings about the then ruling Congress, as the gap between the dates of polling and date of counting was big. 
The Election Commission found a way out. 
It allowed candidates to follow vehicles carrying ballot boxes from the voting centre to the building where the boxes were stored. 
Candidates were also allowed to affix their own seals in addition to the seal of the Returning Officers to the doors and windows of the building.
