AAP MLA seeks power to impeach L-G

An Aam Aadmi Party (AAP) MLA on Tuesday moved a private member’s resolution in the Delhi Assembly seeking power to state legislatures to impeach governors and Lt governors (L-Gs).

Taking on the Modi government at the Centre on the first day of the two-day emergency session of the Assembly, the ruling AAP in Delhi also passed a resolution challenging the Centre’s notification justifying absolute powers for the L-G.

The private member’s resolution was moved against the Centre’s May 21 notification, issued in the backdrop of a bitter face-off between Chief Minister Arvind Kejriwal and L-G Najeeb Jung on sharing of powers in the Union Territory. There was ruckus on the first day of the session when Speaker Ram Niwas Goel called marshals to remove BJP MLA O P Sharma from the Assembly when he protested against the Chair’s “criticism of the L-G”.

While training his guns on the Centre, Dwarka MLA Adarsh Shastri proposed amendment to Article 155 and 156 of the Constitution and sought powers for the Delhi Assembly to impeach the L-G, along with giving similar powers to Assemblies in other states to act against governors.


“I want the House to send a resolution to Parliament to give Assemblies the power to impeach governors and Lt governors,” he said, adding that the Delhi chief minister should have a say in appointment of the L-G.

He claimed he was just repeating what the Supreme Court and the Sarkaria Commission on Centre-State Relations have said earlier.
Deputy Chief Minister Manish Sisodia moved a motion for debate on the notification issued by the Centre.
