RS panel adopts report on GST Bill amid dissent

Moving a step further, the Rajya Sabha Select Committee on Monday adopted a report on the GST Bill after the government gave in to a key Opposition demand to compensate states for revenue loss for a period of five years.

The 21-member House panel, chaired by BJP leader Bhupendra Yadav, is expected to submit the report to the Rajya Sabha later this week.

However, the Congress has filed dissent note on the report on eight counts, including the composition of the GST Council and the proposal to allow states to levy 1 per cent additional tax. The revised version of the GST Bill continues to keep taxes on tobacco, alcohol and electricity in the exempted list. The Congress has been demanding their inclusion in the GST.

The Left is demanding that states' representation in the GST Council should be increased to three-fourths from the proposed two-thirds, with the rest lying with the Centre.

The GST Bill has been passed by the Lok Sabha, and was referred for scrutiny to the Select Committee by the Rajya Sabha, where the ruling NDA government does not enjoy majority.
