Smart Cities: Davangere, Belagavi lag behind

Davangere and Belagavi lag behind, while Nagpur and Indore have bagged the first and second place in the country, in the implementation of the Smart Cities project.

According to the urban development ministry, five other cities from South India announced in the first batch of 20 Smart Cities in January 2016, Kochi (Kerala), Visakhapatnam and Kakinada (Andhra Pradesh), Coimbatore and Chennai (Tamil Nadu) too have failed to catch up in the race for the execution of projects.

Ahead of the completion of two years of the Smart Cities mission in June 2017, the ministry analysed the investment conversion ratio (ICR) of each city. ICR indicates the extent of conversion of approved Smart City plans into investments through ground-level implementation. ICR also shows the percentage of funds currently being used at the ground level for implementing the projects as against the funds approved by the Centre. Both in Davangere and Belagavi, ICR is less than 22%, which means the amount spent on the execution of the projects or approved projects is less than Rs 1,000 crore till now, according to an analysis of the implementation of the projects done by the ministry.

Nagpur, Indore, Surat, Vadodara and Udaipur have achieved an ICR of 90% and above. Thus, projects with an average investment of Rs 2,500 crore are under implementation or have been executed.

The ministry has approved Smart City plans of 60 cities so far, with 20 cities announced for the mission in January last year, followed by 13 in May and 27 in September 2016.

Indore, Surat, and Udaipur were among the first batch of 20 cities announced in January last year. Nagpur and Vadodara, despite being selected in September last year, got into the top league within a short span of time, said an official in the ministry.
