Bellahalli flags unlearned lessons

Bengaluru’s garbage crisis has once again spilled beyond city limits, this time onto the narrow village roads leading to the landfill in Bellahalli. For two days, over 150 garbage trucks were stopped by protesting villagers, triggering warnings of waste piling up in parts of the city. The protest has been called off after official assurances that the villagers’ grievances would be addressed. The blockade was treated as the disruption of an essential service, but it is, in fact, the symptom of a deeper civic failure. Bellahalli is a critical dumping site that receives waste from the northern and eastern parts of Bengaluru. Villagers living around the landfill site say they have reached the breaking point. The immediate provocation was the death of a child in a road accident. The protest, however, was not against waste dumping per se, but against years of neglect, broken assurances, and the steady erosion of health and dignity that comes with hosting the city’s garbage. Residents complain that funds meant for roads, drinking water, schools, and health facilities have been stuck in bureaucratic limbo for nearly two years.

Villages near Bellahalli, like those earlier affected by the now-closed Mandur landfill, live with toxic air from the decomposing mixed waste, garbage fires, contaminated groundwater, and the threat of respiratory illnesses and infections. While farmers report a decline in soil fertility, constant truck traffic has destroyed internal roads in the area. Coercing the villagers into compliance risks deepening the mistrust. Far from holding the city to ransom, the villagers are asking why they alone must absorb the consequences of urban mismanagement. With the Bengaluru Solid Waste Management Limited (BSWML) assuring the release of funds for development works in areas around the landfill site, the standoff may have eased. A holistic, long-term solution, however, appears distant, as the administration continues to undermine the potential of decentralised waste management and endorse expansive landfills.

Landfills are not an inevitability. The Solid Waste Management Rules 2026, which come into force in April, provide a roadmap: four-stream segregation for wet, dry, sanitary, and toxic waste; hologram tracking for trucks to prevent unauthorised dumping; and on-site processing for bulk generators. In addition, decentralised ward-level composting can reduce landfill dependence. While these solutions are well known, implementation remains the missing link. Releasing promised funds may defuse the ongoing tension. But unless the city fixes how it generates, segregates, and processes its waste, Bellahalli will follow Mandur not as a lesson learnt, but as a warning ignored.
