Hindustan Aeronautics Limited bets big with HR reset

Hindustan Aeronautics Limited (HAL), India’s premier defence PSU, has long been seen as hierarchical and resistant to change.

On May 6, 2026, just days after the new Chairman and Managing Director assumed office, it announced dramatic HR reforms, including the formation of a Central HR Cell (CHRC) in Bengaluru, effective June 1.

The CHRC will centralise HR functions, streamline service delivery, and operate through four verticals. For a company often criticised as slow and bureaucratic, this signals intent to break old patterns.

The CHRC will oversee employee relations, talent management, industrial relations with CSR and legal functions, and strategic HR, including policy, compensation, and career management. While three verticals will function from the LCA Plant II, the strategic arm will be housed at the corporate office.

Divisional HR teams will now focus on grievance handling, welfare, and township administration. With 21 divisions and five complexes nationwide, this centralisation marks a major structural shift.

By creating functional specialisation and standardisation, HAL aims to align with modern HR models.

HAL has faced persistent criticism from the Armed Forces over delays and reliability. Reforming HR is a logical starting point. If executed well, this could foster a unified culture and improve efficiency. Yet, as the phrase goes, “Culture eats strategy for breakfast.”

Without a mindset change, reforms risk remaining on paper. Dave Ulrich’s reminder that HR must deliver value and not just activities is particularly relevant. The CHRC must focus on outcomes through employee engagement, productivity, and innovation rather than merely creating another bureaucratic layer.

HAL’s HR has traditionally operated in an authoritative style. If this continues, the CHRC risks becoming another power centre. Moreover, HAL is a predominantly technical company, and HR must understand the aspirations of engineers and shop floor workers.

There is apprehension among production executives that centralisation may empower HR at the expense of career growth in technical streams. Jim Collins, in Good to Great, emphasised “getting the right people on the bus, and the wrong people off the bus.”

HAL’s talent management must prioritise merit and capability over hierarchy to avoid alienating its technical workforce. Another concern is whether the same personnel, steeped in old habits, can drive new reforms.

Other PSUs such as BHEL and NTPC have experimented with HR modernisation, focusing on leadership development, transparent promotion systems, and digital HR platforms. In the private sector, Infosys pioneered HR digitisation, while Tata Steel emphasised employee welfare as a driver of productivity.

Globally, Boeing and Airbus have invested heavily in HR transformation, tying HR metrics directly to project delivery timelines. HAL could learn from these examples, ensuring that HR is not just administrative but directly linked to defence outputs.

If the CHRC succeeds, it could catalyse reforms in design, production, manufacturing, planning, and marketing. HAL faces stiff competition from private players, especially in helicopters, fighters, and transport aircraft segments. Notably, HAL was excluded from the initial phase of the Rs-15,000 crore Advanced Medium Combat Aircraft (AMCA) programme, where private firms are strong contenders. HR reform is thus a crucial first step toward broader transformation.

The CHRC also offers HAL an opportunity to build stronger shared values around a unified HR identity. By creating structured processes, standard operating procedures, and transparent workflows, HAL can improve consistency and efficiency. If implemented sincerely, this could enhance employee trust and morale, which in turn strengthens organisational performance.

Enhancing preparedness

HAL’s role in India’s defence preparedness cannot be overstated. The company has delivered aircraft and helicopters that form the backbone of the Armed Forces. Yet delays, quality concerns, and service issues have often marred its reputation. Strengthening HR is not just about internal efficiency; it directly impacts defence capability.

A motivated workforce, clear career paths, and fair recognition systems can improve productivity and innovation. In defence manufacturing, where precision and reliability are paramount, HR reforms are not peripheral; they are central to national security.

John Kotter, in his work on change management, argued that “transformation is a process, not an event.” HAL must recognise that HR reform is not a one-time announcement but a sustained journey requiring leadership commitment, communication, and reinforcement.

This HR restructuring is better late than never. It signals intent, speed, and strategic alignment. But success will depend on execution and cultural acceptance. If the CHRC can overcome resistance, engage stakeholders, and build shared values, HAL may finally shed its archaic HR image.

The coming months will reveal whether the move is a genuine reform or a routine, repackaged version. For India’s defence preparedness, the stakes could not be higher.
