Narrative vs reality: Who controls the story of Kashmir today?

In Kashmir today, the most decisive contest is no longer fought on the streets or across the Line of Control—it is fought over perception. Who tells the story of Kashmir, and whose version is accepted, has become as consequential as any political or security development on the ground.

Nearly seven years after the abrogation of Article 370, the dominant national narrative is clear and consistent: Kashmir is calmer, safer, and on a path to normalcy. The evidence cited is visible and, to an extent, verifiable. Tourist arrivals have surged dramatically, with Jammu and Kashmir recording over 2.1 crore visitors in 2023, the highest ever.

Infrastructure projects have accelerated, and security agencies point to a steep decline in militancy, with active local militants now in double digits and virtually no fresh local recruitment reported over the past year, marking a significant shift from earlier cycles of insurgency.

Markets remain open, schools function without frequent disruption and public protests—once a defining feature of the Valley—have largely disappeared. Indeed, stone-pelting incidents, which ran into thousands annually around 2016–17, have dropped to near-zero levels in recent years, according to official data.

It is a story of stability, reinforced through official data and amplified by a media ecosystem that increasingly reflects the language of governance and development. For many outside Kashmir, it signals closure—a sense that a long and turbulent chapter may finally be drawing to an end. But on the ground, reality resists such conclusions. Conversations in private often carry a nuance that is not always visible in public, hinting at a layered social and political landscape.

The quiet that defines Kashmir today is not easily decoded. For the state, it represents control and consolidation. For many residents, it reflects caution and adaptation. The absence of large-scale protests may suggest acceptance, but it can also indicate a more cautious public mood. 

Economic signals, too, tell a mixed story. While tourism and construction have generated activity, unemployment remains a concern. According to recent surveys, Jammu and Kashmir’s youth unemployment rate has hovered around 14–18%, significantly higher than the national average, underlining the gap between macro-growth narratives and individual opportunity.

This gap between projection and perception is where the real story lies.

Over the past few years, the state’s ability to shape the narrative has strengthened significantly. A combination of improved security, administrative centralisation, and structured communication has ensured that messaging remains consistent. Developmental milestones—new highways, investment summits, tourism growth—are foregrounded, reflecting a governance push to reposition Kashmir’s image. Yet, shaping a narrative is not the same as fully addressing the underlying complexities.

Local journalism, long a vital link between ground realities and wider audiences, continues to operate in a changing environment. While the space for reporting remains, it has evolved—with greater emphasis on verification, caution and adherence to regulatory frameworks. This has contributed to a more measured public discourse, even as some nuances of everyday experience may not always find full expression.

Legal trends also point to a firmer security approach. Since 2019, hundreds of individuals have been detained under laws such as the Public Safety Act (PSA) and UAPA, according to official data and public records, reflecting the State’s emphasis on pre-emptive control. Into this space has stepped a less predictable actor: social media.

For young Kashmiris, platforms like Instagram, X and Facebook have become informal spaces of expression. Here, the story of Kashmir appears in fragments—tourism reels, everyday humour, cultural pride and occasionally, subtle expressions of unease. These are not overtly political narratives, but they complicate the official picture by revealing layers of life that do not fit neatly into binaries.

At the same time, the external dimension of Kashmir’s narrative remains active. Pakistan continues to frame the region as a site of ongoing repression at international forums. Alongside this, Pakistan is seen by security agencies as continuing attempts to push foreign terrorists into J&K, even as local recruitment has declined. This dual strategy—on the ground and in the narrative space—keeps the conflict dimension alive despite changing realities within the Valley.

There is the state’s narrative of stability and integration, backed by visible changes on the ground. There is the quieter, less articulated narrative of a society adjusting to new realities. And there is the external narrative that seeks to sustain the image of Kashmir as an unresolved conflict.

Each of these narratives contains elements of truth. None of them, on its own, captures the full picture.

The risk lies in allowing any one version to dominate to the exclusion of others. A narrative that is too tightly framed may achieve clarity, but risks losing depth. Equally, narratives that overlook the shifts in security and development fail to acknowledge how much the ground situation has changed.

Kashmir today exists in this uneasy middle ground. It is more secure than it was a decade ago, yet not politically reconciled. It is more open economically, yet more measured in expression. It is quieter, but not conclusively settled.

Who, then, controls the story? For now, the State holds a clear advantage in shaping how Kashmir is presented to the rest of the country and the world. Its narrative is structured, amplified and backed by institutional reach. But narrative control is rarely absolute. It is constantly negotiated—in lived experience, in private conversations and in the subtle ways people interpret change.

The credibility of any narrative on Kashmir will depend not on how effectively it is projected, but on how closely it reflects the realities on the ground. Because in Kashmir, the story has never been singular—and it still isn’t.
