Justice Mukul Mudgal, appointed by the Delhi High Court to oversee the organisation of the fourth Test between India and South Africa, took stock of things at the Feroz Shah Kotla stadium on Saturday.

Mudgal and his team of lawyers held meetings with top officials of the Delhi and District Cricket Association (DDCA) and doled out significant instructions. It included verifications of all the tenders by a former deputy Comptroller and Auditor General of India. Mudgal, however, didn’t reveal the name of deputy CAG.

“All the tenders that will be issued for the Test match will be verified independently by a former Deputy CAG. In order to make the process fair and transparent, all tender documents will be checked and scrutinised by deputy CAG,” Justice Mudgal told reporters.
It was decided that short tenders will be floated for in-stadia rights, transport, catering and pouring rights, security, baggage scanner and housekeeping among other things. “We inspected the stadium and made a few suggestions. We also interacted with police department, fire department, and disaster management authorities to ensure we have all the clearances,” he said.

Mudgal said his priority lies in making arrangements comfortable for the spectators. His another key suggestion included access to under-privileged school children to view the match on all five days. However, the decision is yet to be approved by the Delhi High Court.

“We have suggested making an entire stand for the school children from the weaker sections of the society free, arranging free RO drinking water in all the stands, the toilets properly cleaned and manned, food should be made available at a reasonable rate to everybody,” Mudgal said.

Mudgal said some tickets will be sold online through a designated agency but “there will certainly be a physical old-fashioned ticket counter, which I have used during my youth.”
“Ten thousand complimentary passes will be given. It's a matter already decided by the honourable court.”
