Misuse of funds

D V Harish, the first speaker, said there have been irregularities worth more than a crore of rupees in the funds released for implementation of the Information, Education Communication (IEC) programme under the Suvarna Gram project, III Phase.

He complained that the vice-president had requested that the topic be added into the meeting agenda, but the president had ignored the request. “The current meeting was unnecessary, if the only things to be discussed are two topics related to the last meeting,” he fumed and added, “The first topic to be discussed and solved is that the words of members hold no value.”

Deputy complains

Panchayat vice-president G Somashekhar, who was on the dais initially, too said the
president, Manjula, had been ignoring him.

S B Munivenkatappa, the president of the standing committee for social justice,
spoke next.

“When a standing committee is formed, every project needs to be discussed with the respective department through the committee before being approved,” Munivenkatappa explained and alleged that the deputy secretaries of the committee did not discuss the matter with the president.

In a recent meeting of the standing committee for financial matters, President Manjula had expressed dissatisfaction that the officers brought no file to her notice. But she herself failed to discuss the agenda for the current meeting with the vice-president, he criticised.

“The district administration is all wrong and we boycott the meeting,” declared Munivenkatappa. “Add the members’ requests into the agenda and call for another meeting within 10 days. Then, we shall attend the meeting,” he demanded and walked out.

Meeting and discussion

Vice-president Somashekhar, who also walked out of the meeting, called the other protesting members of the Zilla Panchayat into his chamber and joined them in criticizing the behaviour of the president and other officers.

The chief executive officer N Shantappa, who was present in the chamber, tried to justify the behaviour of the president. He even promised that all files were being submitted to the president before the respective projects were carried out.

BJP member A Ramaswamy, who seemed to support the president, too was criticised. Harish, Munivenkatappa, Nagaraj, M S Anand expressed dissatisfaction regarding his stand.

G S Amarnath blamed the president and the chief executive officer for the entire confusion.
