He was accompanied by Chief Minister B S Yeddyurappa and Law Minister M Veerappa Moily.
Singh later reviewed the situation at a meeting attended among others by Union Labour Minister M Mallikarjun Kharge and External Affairs Minister S M Krishna.
The deluge has claimed 226 lives besides causing damage to property and crops spread across 16 districts. The state government has estimated the loss at Rs 23,000 crore and sought from the Centre Rs 10,000 crore as immediate assistance for relief and rehabilitation works in the affected areas.
Singh had yesterday conducted an aerial survey of the rain-battered areas of neighbouring Andhra Pradesh.
