MLA J R Lobo said the Assembly has approved the creation of Pilikula Development Authority, aiming at the integrated development of Pilikula Nisargadhama.

The 'Pilikula Development Authority Bill-2018' was passed with a voice vote. The Nisargadhama was working under a society. With the authority, it will have a CEO for overall management and development of tourist facilities. "Budgetary support will also be received from the government."

The governing council of the authority will have Dakshina Kannada deputy commissioner as its chairperson, while MLAs representing Mangaluru South, Mangaluru City North and Moodbidri constituencies will be members, along with experts nominated by the government.

The advisory council will have the minister of science and technology of the state government as president. Dakshina Kannada district in-charge and tourism ministers will be co-presidents of the authority. The state-level secretaries and principal secretaries will also be its members.

The MLA said that the Assembly has passed an amendment to Land Reforms Act Section 95 (1), under which, whichever purpose a particular section of the land is notified in the local City Development Plan, the conversion is considered deemed.

The tedious procedure for conversion of the land will be avoided once the rules are framed and come into existence. The land owner has to pay the conversion fee and get the conversion certificate rather than going through a tedious procedure, said the legislator.
