The remarks against the registrars (Registrar General R B Budihal and Registrar Judicial Krishna Bhat) came in by the Bench comprising Justices D V Shylendra Kumar and H S Kempanna while hearing an appeal by the Transport Department.
The Bench expressed its displeasure on registrars for not following the procedure and directed to streamline the functioning of the Registry.
The Registry, on Monday was directed to list the applications seeking condonation of delay for orders first instead of posting the writ appeals itself for preliminary hearings.
