Revenue Minister Kagodu Thimmappa said, February 4 is the last date for regularisation of the houses constructed on government lands.
Stating that the rural people can apply for regularisation of houses under Column 94C and people in urban areas under Column 94CC of the Land Reforms Act, the minister directed the officials concerned to dispose all pending applications by farmers who have been tilling 'Bagair Hukum' (without sanction) lands before March 2018.
Chairing a review meeting of district-level officials of the Revenue department, here, on Thursday, he said, the functioning of a section of the officials is not satisfactory. "The village accountants and panchayat development officers should jointly survey each and every village under their jurisdiction and list the houses constructed on government lands. Land records should be issued to even those, who have not applied," he said.
"There is a delay in the implementation of the government orders at the officials level. Even Assistant Commissioners are in a slumber. Some applications have been submitted several years ago. But, they are yet to be addressed. If they are still pending, action would be initiated against the officials," he warned.
"The disposal of the applications will take place under the chairmanship of the MLAs concerned at the taluk-level. Tahsildars should convene the meetings of the Bagair Hukum Committee every week. The land allottees should be issued records and their names should appear in the RTCs. There are cases in which the names appear in the cultivation certificates (saaguvali cheeti), but is not mentioned in the RTCs. Such cases should be solved. There is a provision for payment of the sanction fee in three instalments. The fee should not be a hindrance in the process. The DCs have powers to issue up to 10 acres of land," he said.
1,000 new villages
Works are under progress to form 1,000 new villages in the state to ease administration. Podi-free campaign is underway. 'Podi' land refers to revenue lands which have no records. Land records have to be created for regularised lands also.
To speed up the works, steps are being taken to appoint 1,000 surveyors on contract. They will be trained to serve the purpose of the government. Village accountants will also be appointed soon. Separate Taluk Administration machinery would start functioning in the newly-formed taluks from the next month, Thimmappa said.
